After a review and consultation process that included more than 1,200 sector observations, the Colombian government issued a Decree that aims to structurally reform the cargo transportation in Colombia.  

The regulation establishes concrete obligations regarding the labor and operational conditions of carriers, including minimum wage and benefits payments, guidelines on loading and unloading times, and new requirements for fleet linkage contracts. 


It also enables the change of service from private to public vehicles and expands access to replacement programs, now also applicable to light vehicles and dump trucks.


In terms of transparency and control, a 0.1% fee per issued freight manifest is implemented, traceability is strengthened through platforms such as RNDC and SICE-TAC, and mandatory reporting is extended to all operations, including the transport of small livestock.


In parallel, the Ministry of Transport has undertaken complementary actions such as reducing the working hours in accordance with Law 2101, road control operations coordinated with DITRA, and training more than 12,000 people through in-person and virtual sessions so far this year.

This reform responds to commitments in the National Development Plan and seeks, in the words of the National Government, to consolidate a fairer, more competitive, and more transparent sector.
