On July 31, 2026, the EFR, a Cundinamarca department entity, published the draft bidding documents and convocation notice for Public Bid No. EFR-LP-001-2026 for the Regiotram North Section concession.

The project is a concession contract under Law 80 of 1993 for a commuter rail system connecting Bogotá with Chía, Cajicá and Zipaquirá, spanning approximately 49.8 km. The concession covers the full project cycle: financing, studies and designs, social and environmental management, licensing, construction works, rolling stock supply, railway subsystems installation, testing and commissioning, operation and maintenance, and reversion.

The estimated contract value is approximately COP 11 trillion and the estimated term is 22 years, divided into: (i) a Pre-Operative Stage; (ii) an Operation and Maintenance Stage; and (iii) a Handback Stage.

The qualification requirements include: (i) Legal Capacity, (ii) Financial Capacity (minimum net worth of COP 3 trillion and debt capacity); (iii) Financing Experience in infrastructure concessions of at least COP 3 trillion (at least one contract in a passenger rail project); and (iv) Technical Experience in transport infrastructure project management, construction of railway viaducts/bridges, and implementation of railway subsystems.

The scoring criteria assign 778 points to the economic offer, 100 to quality, 100 to national industry support, and 22 to social inclusion factors, for a total of 1,000 points.
