Law 2173 of 2021 created Life Areas as spaces for ecological restoration involving territorial entities, companies, and citizens. Through Resolution 1491 of 2025, which regulates this law, the Ministry of Environment and Sustainable Development established that the identification, delimitation, and consolidation of these areas are the responsibility of municipal or district authorities. Resolution 1491 of 2025 set a six (6) month period from its entry into force for these entities to carry out this function.

However, MADS has published a draft resolution proposing to extend this period from six (6) to twelve (12) months. This modification would delay the fulfillment of the obligations, as they are conditioned upon the definition of Life Areas. The Ministry justifies the proposal on the grounds that the delimitation of these areas constitutes a complex technical and administrative process, requiring coordination between municipal or district authorities and competent environmental authorities, as well as an extensive process of validating geographic and land-related information.

In this regard, the draft notes that the initially established timeframe is insufficient to ensure the required technical rigor.
