The Ministry of Information and Communications Technologies unveiled the proposed 2026-2030 Colombia ICT Plan, titled “Colombia: the technological miracle.” The strategy introduces a shift in the country’s technology policy: moving from measuring progress through coverage and connection indicators to assessing the opportunities, capabilities, and outcomes that technology generates for businesses, regions, and the State.
The plan proposes that connectivity cease to be an end in itself and instead become a tool for studying, working, entrepreneurship, accessing services, generating income, and producing. The new policy will seek to measure, among other factors, the reduction of digital poverty, technology adoption, employability, business productivity, and the productive use of artificial intelligence.
To guide this transformation, the Plan proposes five major national missions: (1) “Connect Colombia” delivering relevant, universal, and quality connectivity; (2) “Prepare Colombia” through talent development, education, STEM training, and artificial intelligence; (3) “Boost Colombia’s Productivity” leveraging AI, data, business digitalization, and the digital economy; (4) “Transform the State” with interoperability, GovTech, data, and public artificial intelligence; and (5) “Protect Colombia” strengthening cybersecurity, sovereignty, and digital trust.
The Plan also identifies strategic opportunities in areas such as applied artificial intelligence, AI agents, GovTech, FinTech, HealthTech, AgroTech, cybersecurity, analytics, data infrastructure, and exportable digital services, with the aim of enabling Colombia not only to consume technology but to create, adapt, and export technological solutions.
During the first 100 days, the Ministry of ICT will launch work streams including: reorganizing the FUTIC, designing a new future connectivity policy, establishing a national Digital Talent mission, creating a national roadmap for applied artificial intelligence, designing the national cybersecurity architecture, and establishing a computing and data center strategy.
On the budget front, the ICT sector will have estimated resources of approximately COP 2.3 trillion for 2027. Of this total, approximately COP 1.4 trillion (60%) will be directed toward investment in connectivity, digital transformation, and closing digital gaps.
