Carlos has over 9 years of experience as a lawyer in energy, infrastructure and regulatory matters. His practice focuses primarily on major power, infrastructure/construction projects, and related joint ventures, acquisitions, project finance and execution of key contracts for investments in a wide range of industry sectors, including renewables, gas, LNG, hydrogen, transportation, and roads. He has extensive experience acting for domestic and international clients on a full range of significant transactions, including procurement processes, offtake arrangements, engineering, procurement and construction agreements, major equipment supply agreements, operation and maintenance agreements, and regulatory matters within the wholesale energy market.

Carlos worked as an associate of Brigard Urrutia from 2016 to 2019. Before rejoining the firm in 2021, he worked as the head of legal of the Non-conventional Energy and Energy Efficiency Fund - FENOGE, and as an attorney to the office of the Colombian Minister of Mines and Energy in the issuing of public policy for the power sector.
