| | | Ms. Navarro joined the firm in 2010 and currently is a Senior Associate in the Infrastructure and Public Utilities Practice Group. She has been advisor, consultant and professor in the public utilities field, and particularly in the electric energy sector. She is an expert in the regulation of the electric energy and natural gas services. She also has extensive knowledge of the constitutional, administrative, and economic law regulations of the public utilities, which allows her to provide comprehensive advisory service not only in connection with the impact of regulation in the electric energy and gas sectors but also to the companies involved in the residential public utilities of energy and gas.
She has provided advice to companies such as Grupo Endesa in Colombia, Grupo Energía de Bogotá, Empresas Públicas de Medellín, Grupo Colinversiones, GDF Suez Energy, Hidroeléctrica Ituango, Alupar Investimento S.A., Duke Energy International LLC, in connection with various issues such as the regulation of the energy generation activity in Colombia, the Reliability Charge scheme, the settlement of transactions in the wholesale energy market (MEM) in the regulation of competition in the energy and gas sectors, in the negotiation of the supply and transport of combustible portfolio, amongst others. She has also advised different national and foreign companies, as well as investment banks in the structuring of renewable energy generation projects. She has been recognized as a distinguished lawyer by various sectorial associations: ANDESCO, ACOLGEN, ASOCODIS, and ANDI.
Prior to joining the firm, she was a member of the “Committee of Expert Advisors on Energy Issues before the Transition Commission” of President-Elect Juan Manuel Santos (Presidential Transition, 2010).
Ms. Navarro is admitted to the practice of law in Colombia.
Ms. Navarro graduated from the School of Law of Universidad Santo Tomás de Aquino. She also obtained specializations in Public Management (Universidad de los Andes) and Contractual Law (Universidad Externado). In addition, she graduated with an LL.M in Constitutional Law from the Centro de Estudios Políticos y Constitucionales in Madrid, Spain, and she also holds a S.J.D. from the Universidad Rey Juan Carlos in Madrid, Spain. She pursued studies in economics of the regulation of energy generation in year 2008, and energy distribution in year 2004 in the Regional Energy Integration Commission – CIER, located in Montevideo. She also undertook studies of the regulatory framework of investment protection and rule of law in years 2004 and 2005. | | | Academic Training
